Despite governmental efforts to improve the educational system, Vietnam still faces many difficulties, for instance, primary school is only half a day. Aide et Action carried out a small study with the population in rural zones helping to identify the need for preschool education. This stage in the educational system is important to the development of rural zones, since it facilitates learning in primary school. This project directly supports the government's policy on Education for All (EFA).
OBJECTIVES
To provide school-aged children with a birth certificate
To facilitate access to pre-schooling, and consequently better access to primary schooling
To sensitize children on the risks of accidents and health problems
To organize the catering of children at pre-school
To protect children from malnutrition
To organize training courses for teachers to improve the quality of their work
Intervention areas: 3 of the kindergartens are located in the district of Van Thang, Van Thanh and Dai Lanh (Van Ninh district, Khanh Hoa province)
STRATEGY
Evaluation of the needs for a preschool in rural areas
Conceptualization, follow-up and evaluation of the project with all schools and stakeholders involved, including the People's Committee and Municipality Agents
Integration of a section on health education, absolutely necessary for the success of these measures (see Dai Lanh Canteen project)

MAJOR ACHIEVEMENTS
500 families accompanied
826 children educated
The attendance rate is about 99%
The result are extremely positive and much better than expected. Instead of having 700 children in school as anticipated earlier, we now have about 826 children who have access to education.
There is a positive change in parents' mentality. They actively participate in school's activities and the schooling of their children is now a real need for them.
The local authorities are very involved in pre-school education.
NEXT STEPS
However the main issue of this project is its sustainability. This project was to finish in 2006 however at the request of the community it has been extended for a period of 3 more years, from 2007 to 2009. New funds are consequently necessary, mostly to ensure the follow up of the families. Project duration: 3 years (2007-2009)
