CONTEXT  

Over the last few years, governments in developing countries have been increasingly concerned about the quality of education. Great disparity exists between rural and urban areas in terms of the quality of education. In Vietnam, the government is now focusing on higher education rather than basic primary education. It is within this context that Aide et Action and its partners have decided to undertake a study on the quality of education.

 
OBJECTIVES  
  • To set up a clear vision about how the quality of education is perceived by different local stakeholders (teachers, parents, students, educational authorities) in Vietnam
  • To provide the Ministry of Education and Training and their provincial services regular reliable information on the quality of education, so that policy adjustment can be made

Intervention areas: Khanh Hoa province during the pilot step and then extension to the other provinces of the country

 
STRATEGY  
  • The choice of indicators of the quality of education have been discussed and determined by the researchers involved in the project, provincial services of education, and representatives from non-governmental organizations
  • Design of questionnaires that fit within the context of the local communities
  • Interviews held with target groups
  • Collation and analysis of the findings, and presentation to the stakeholders

PARTNERS: RDI (Research for Development Institute); IER (Institute for Economic Research – HCM City); NIESAC (National Institute for Education Strategy and Curriculum) and Community Base Organization

 
MAJOR ACHIEVEMENTS  
  • Collection of the definitions of indicators of the quality of education
  • First test with a pilot-province
  • Result analysis being carried out
