In Vietnam, the government as well as families believe in education as their children's best ally for the building of their future. However, the lack of school infrastructure and the inefficient educational system pose constant challenges to children's learning and development. Having undertaken several studies on the population's needs, Aide et Action determined that the priority for the children in Tuy Hoa city is pre-schooling. It is a fact that children who have not been to kindergarten encounter more difficulties than children who attended pre-primary school. However, the pilot city does not provide any pre-schooling infrastructure.
